if someone can explain when to use "to be followed" and when "to follow" ?????

Between "some" and "some people" isn't it obvous that we are talking about people? Who else can have dictates of conciousness? No other species according to me.

So shouldn't E be a more concise answer?

I would disagree, it could also be interpreted as 'Some fishes believe...'. In the sentence we are given one's conscience, and not people's conscience. Hence, making it incorrect to assume some = some people.

A. Some believe that the dictates of one's conscience needs to be followed - INCORRECT because 'some' cannot be a subject
B. Some people believe that the dictates of one's conscience need to be followed - CORRECT because 'some people' is a proper subject and the verb 'need' agrees with the subject 'dictates'
C. Some believe that the dictates of one's conscience need to follow - INCORRECT because 'some' cannot be a subject
D. Some people believe that the dictates of one's conscience needs to be followed - INCORRECT because the verb 'need' does not agree with subject 'dictates'
E. Some believe that the dictates of one's conscience need to be followed - INCORRECT because 'some' cannot be a subject

Sentence is ambiguous ..
some is an indefinite pronoun ...it can be treated as singular or plural depending on what it refers to...Pronoun "they" in non underlined portion tells subject is a plural entity .
So verb for the subject some should be "need"

A. Some believe that the dictates of one's conscience needs to be followed
Incorrect for reasons mentioned above

B. Some people believe that the dictates of one's conscience need to be followed
People is added here , but in original sentence there is no mention of people ...Incorrect

C. Some believe that the dictates of one's conscience need to follow
Here Intended meaning is distorted ..as if Dictates need to follow something ..Incorrect ..

D. Some people believe that the dictates of one's conscience needs to be followed

S-V pair not agreeing in number -Incorrect
People is added here , but in original sentence there is no mention of people ...Incorrect

E. Some believe that the dictates of one's conscience need to be followed
Though looks ambiguous,it is the best option we have ...i ll go with it .

+1 for E.

E over B.

Though both the options look grammatically correct, I would go with 'Not-much-redundant' Option i.e, E.

B. Some people believe that the dictates of one's conscience need to be followed --> Incorrect, addition of word 'people' makes the option redundant, and less concise.

E. Some believe that the dictates of one's conscience need to be followed --> Correct, intact meaning, and not redundant.

I feel E has to be Correct, because if we use "Some People", then the pronoun "they" will be ambiguous.

Both B and E look alright. I am still not clear on what basis should I eliminate B. Please help

"Some people" in B and "Some" in E are essentially equivalent.

Therefore, your question is spot on, as there is no clear reason to choose E over B.

Further, while one could argue that whether the antecedent for "they" is "people" or "dictates" is not clear, the truth is that the logic of the sentence indicates that "they" refers to "dictates'. It is rather clear that the sentence is not talking about "people" who "involve breaking the law."

So, this question is flawed, as it has two correct answers.
