I would go with D, as Estimiated to be is the correct idiom to be used, Estimated at can be used if it is said to be estimated at a place....which is not the case here!

I got confused with the idiom "estimated at" or "estimated to be" and picked A.

agree with D though.

estimated to be is the right idiom..
