Something must be done to stop spam. In early days, people seldom received unsolicited email advertisement; but now that numerous bulk email software and email address finders are developed to collect email address all around the world. Advertisers use email addresses to market their products and even sell such email lists to other advertisers. As a result, almost everyone ever get junk email, and sometime several and even tens of annoying emails a day. So, relevant anti-spam regulations should be framed to stop unsolicited advertising.

Here the conclusion is "Something must be done to stop spam".
The first part is not exactly the evidence. It is more like an additive for the evidence or a background information. The second part is a way to acheive the conclusion.

I would have chosen A.

The last sentence is a a conclusion (which is indicated by the word so), and the first part is some background information to explian the situation.

Conclusion: So, relevant anti-spam regulations should be framed to stop unsolicited advertising.

The second bold sentence is a clear conclusion. That alone should lead us to the answer.
