I think u have not correctly posted the OA. Moreover the word "can" in original sentence seems not to be underlined.

IMO B is correct choice. It shows proper sense by including -ing modifiers to show the lethal effects of earthquake. The -ing modifier modifies the complete preceding clause and shows "how EQ can be lethal"

C -----> can cause doesn't make sense

Here the problem is redundancy. Lethal and kill people mean the same thing. Therefore, we have to drop and B.C circumvents redundancy by dropping lethal and hence is the best choice. In D, 'that is extensive' is verbose and in E ' and also' is again redundant. P.S: can being underlined is a typo. Without can in the beginning, just saying earthquake be lethal does not make sense.

B. be lethal, causing extensive property damage and killing people
C. cause extensive property damage and kill people
D. be lethal and cause property damage that is extensive
E. cause extensive damage to property and also kill people

This Q. ist just about redundancy:
Using both be lethal and kill is redundant since they mean the same thing. This answer choice corrects this redundancy by omitting the words be lethal.

good example of Meaning role. "Lethal" and "killing" have the same meaning, so no need to use them in one time.

Only C is good
