On the contrary, C is not parallel.

C says: residents are less likely to be sitting at outdoor cafes, and more likely to be bracing themselves against arctic chills, shoveling snow, or to be seeking .

A 'to be' is missing before shovelling snow.

I thought 'shovelling snow ' is some sort of noun that goes parallel with artic chills. LoL
