E is already explicit in premise. I would go for 'C'.

IMO (C) is wrong because arguments does not state that in the absence of stronger Patent law, productivity will decrease.

C is wrong for two reasons.
1. It uses extreme language manufacturers WILL.... and
2. It is a classical 180 distractor. It mistakes the cause/effect relationship.
