Which is correct and why?

The members of the newest wave of world-class chefs have created a cuisine characterized not only by excellence but also by eclecticism: the traditional techniques of French cuisine form a foundation to which is added Latin American, Asian, and African elements.

a) to which is added Latin American, Asian, and African elements

b) added to which is Latin American, Asian, and African elements

c) to which Latin American, Asian and African elements are added

d) with Latin American, Asian, and African elements being added to it

e) and, in addition, Latin American, Asian, and African elements are added

I think A.
"which" refers to a noun here (can someone confirm?) and you want to use from X to Y in this sentence. C is not right because you need a noun to refer back to techniques to clarify the meaning.
