You're looking for additional evidence that the plan will succeed. In order for that to happen, the region's people must be willing to eat the new potato. "D" is a statement that may be true, but it doesn't provide extra evidence to support "people will eat the new potato and thus enrich their vitamin-A supply." E *does* provide extra evidence.

Oftentimes in CR reasoning questions, you see answer choices that may be true, but don't have a bearing on the conclusion.

It should be E.
Because the newer variety must have all the nutrients available along with B-carotene as are available in older variety.

It has to be E. If the currently cultivated variety of sweet potato has some important nutrients that SPK004 lacks, then it is likely that the people will not switch over to grow SPK004 and thus, the plan will not succeed. For the plan to succeed, it is important that the currently cultivated varieties contain no important nutrients that are lacking in SPK004. That is what E, the correct answer, says.

E is the answer because here he is talking about currently grown potatoes and not all potatoes...
