I don't think that schools really have a bias against reapplicants. BUT, the first thing they will ask when they see your app is, "What have you new things have you done and what things have you improved since a year ago?" If you're just applying again with significant no new work experience, no new community service contributions, the same GMAT score, etc., then you'll definitely have a hard time.
If you don't get in, only reapply when you have something new to talk about. Ideally, that new thing will directly help to bolster whatever weakness kept you out the first time.
