Please criticise my reasoning for C.
The conclusion says that teenagers are not employed as employers could not afford to pay the minimum wage. This explains why unemployment rate is high.

C states that teenagers are hired in some periods of a year. We can say that the unemployment rate is not related to the wage, thus weekens the conclusion.

My 2 cents.
B is the answer b/c the increase in the teenage unemployment has nothing to do with the minimum wage. The gap has shifted from "the teenage unemployment is partly caused by the minimum wage" to "THE INCREASE in the teenage unemployment"

E is not correct b/c other causes can make the teenage unemployment decline, while the argument only concerns the minimum wage.

Kudos if my post is awesome.
