i also couldn't decipher the question stem. passage was very simple to understand. kind of puzzling for me to see MPREP only ranks this as a 73%-ile question

"explanation for the failure" seems to me like a "Strengthen" then i saw "which of the following assumptions" so i tried negating and didn't have a great time here.

when you break down the question stem (as some experts have done above), quite easy to understand. however, failure to do so and you're stuck guessing.
