The hypothetical statement starting with "whether" might drive one to pick B.
But, the noun "number of students" is singular and should be followed by the singular verb "was".

1. The Number of --------> was ( singular )
2. Whether ----------------> Hypothetical situation.

Correct answer must be (A) , for the highlighted errors in the other options.....
