QUESTION: Why is "have been" relaxed incorrect? The regulations are still relaxed, but why is "have been" incorrect? Why do we have to use "were"?

Were is correct because the regulations are relaxed only on a particular date say on 1.1.2010 but the effects are experienced for some time span in future.....

So we will say that ""since regulations on manufacturing were relaxed""...

First of all, the subject has to be - the number of car accidents and not -the amount of car accidents-. A and B are out.

In C, the verb - have increased - is wrong since - the number - is singular.

In D -the number of car accidents caused by faulty brakes, like accidents - faulty comparison.

E is the right choice for using correct comparison of the number with the number, the right main verb -has increased -and using the simple past -were relaxed - rather than the wrong -had been relaxed - , because there is no justification for using a past perfect in the absence of a simple past in the sentence.

A & B - amount is used for non-count nouns.
C - Subj+Verb error. The number - have
D - Incorrect comparison. The number of car accidents - accidents

Car accidents are countable so rule out A&B (uses the word amount).
The number is singular so the correct answer is has not have so rule out C.
Between D&E I actually got confused and chose D.
The correct answer is E because it is better to use the simple past rather than "had been relaxed"

The answer is E agreed, but i have a doubt whether the below sentences are correct.

The number of car accidents caused by faulty brakes, like the number caused by faulty wiring, has been increasing significantly since regulations on manufacturing were relaxed.-- I Feel has been is OK here because since indicates present perfect
