(A) The average American may not think of sexual harassment to be --> "as" is preferred to "to be" when the sentence construct is active

(B) The average American may not think of sexual harassment being

(C) An average American may not think of sexual harassment being

(D) The average American may not think of sexual harassment as --> Correct, rectifies idiom and voice error

(E) Sexual harassment may not be thought of by the average American as

Hence, D.

Is something wrong with "AN Average American". Should it always be "THE Average America"?

Both are possible, and the difference between the two is not something that the GMAT is likely to test us on.
