"demand" is a "bossy word" - so it comes with infinitive without "to".
Ex: She ignored the doctor's recommendation that she stop (stops) smoking.
The list of such verbs and nouns: ask, prefer, demand, recommend, recommendation, insist, require, reqirement, suggest, suggestion, urge, request, mandate, order, propose,
Also: it is essential/imperative/important, necessary that

It means that A, C, E are out and we are left with B and D.
But only D maintains correct parallelism.
demanding that the ban be reverted and (that) the festival take place

So, D

The fight was between B and D. I suppose S-V agreement in B is just fine . Festival is singular and should take a singular verb "takes ".

My take is ...subjunctives wont take singular form ..hence..D

demand is subjunctive so plural verb is appropriate here.

Correct Answer must be (D) for the highlighted errors in other options, as (D) uses correct Subjunctive usage !!!
