I think its D..

Resting and comprising are llel and both are describing bicamera system...

B. The bicameral system of parliament in the United States, comprising the Senate and the House of Representatives, rests on the notion that checks and balances were necessary to place limits on the dominance of one branch of government, ((and)) - change in meaning.

C. Resting on the notion that checks and balances are necessary to place limits on the dominance of one branch of government, the bicameral system of parliament in the United States, ((which)) comprises the Senate and the House of Representatives, - same as A.

D. Resting on the notion that checks and balances are necessary to place limits on the dominance of one branch of government and comprising the Senate and the House of Representatives, the bicameral system of parliament in the United States - clear and concise meaning conveyed.

E. Resting on the notion ((that to place)) limits on the dominance of one branch of government checks and balances are necessary ((and comprising)) the Senate and the House of Representatives, the bicameral system of parliament in the United States - meaning changes.

Hence D is best.

Imo C

One simple trick to solve this question is to focus on the non underlined portion of the sentence " was essential to the vision of America's Founding Fathers."
Now we can easily see that we need subject before was to make sense of the sentence .Only C, D and E does that .
E is awkward and D is better and use to is better in D.
Between D and C
I think the answer is C
As we have two modifier and we need the noun in between these two modifiers so as to have proper meaning .
I may not be correct

D. Resting on the notion that checks and balances are necessary to place limits on the dominance of one branch of government and comprising the Senate and the House of Representatives, the bicameral system of parliament in the United States --> Incorrect, distorts the meaning, it is not meant to be parallel.

IMO C.

It is always preferable to have modifiers spread over than be used together when they are modifying the same subject. M, S, M, V + O is preferable over M, M, S+V+O. Also, which can modify both immediately preceding Noun or noun phrases. In C, which clearly modifies the bicameral system of parliament in the United States.

whenever we see doing, check the meaning relation between doing and main verb, . the doing can show cause, context, effect of main action.
look at choice C.
resting ... the system was essential.
because resting, the system was essential.
look at choice D
resting and comprising
because comprising, the system was essential. no logic.

because sentence is long, we omit the relation between doing and main clause.

Their are certain more concept regarding the use of relative pronoun modifier and most important one is that relative pronoun modifier can jump to modify the noun to which it should modify only if after that noun additional information about that noun is given

Consider the above case which should jump to modify the bicameral system because after that additional information about the system is given that where it is situated ,where it is applicable etc so in this case which can jump to modify the system

Hi kkrrsshh,

Which refers to the preceding non human noun. However, in this case which is correctly modifying the system and not the United States. This is because, here, the main subject is The bicameral system. Notice the preposition 'of' before United States? Which does not always refers to the closest noun, if there is a preposition. This is well explained by Manhattan. You can find it on their blog.
