I'll go with E.

A: Many were led to thinking....strange use of tenses.
B: Unnecessary use of perfect past tense
C: thinking "of" overproduction is different from thinking "that". sentence is worded pretty roundabout.
D: the thought of overproduction, kind of changes the focus from the problem

Only D and E are || in this respect. But D is wierd.

'led' should come immediately after 'and' as the 'thinking' is part of the effects of the boom in agricultural expoerts.

D - 'as if it were' is awkward

E is best.
