Think about the sentence structure here. The boom in overproduction "emptied" ....

So we are talking about what the consequences of the boom in overproduction were. So any answer choice beginning with "many were led to think" is wrong. So we can rule out A, B and C.

Answer choice D is just fraught with complications. So I'd go with E as well.

A, B, and C are wordy/passive. D is awkward.

E is the answer.

X led to Y and Z

Y and Z need to be in parallel. Hence "emptied ...bins" dictates that the correct choice needs to start with a verb. Eliminate A, B,C. D is just too awkward.

E is the answer

E! The idiom "led to think" is correct. A, B, & D use wrong idioms and C is just awkward.

E is the most precise of all. Whereas others are unnecessarily wordy and in passive voice!
