IMO E.

Split 1: hopes to/hopes of
'hopes of opening' is better choice here and idiomatically correct (correct me if I'm wrong), so A and C are out.

B is wrong because of SV error. Between D and E, D is wrong because of misplaced modifier 'increasingly', the correct sentence should convey the meaning that the probability of getting dashed is increasing as mentioned in option E, 'increasingly likely...' (this also can be used to eliminate answer choice C).
Hence by POE, E is the correct answer.

If correct usage is confusing between hopes of or hopes to - I think there is another way to look at it:

For C, how can things be dashed or increasingly dashed? Isn't the intended meaning is the increase in the likelihood of being dashed. Increasingly should describe the likelihood or "likely"

Therefore E. hopes of opening talks on a future trade deal with the EU this autumn look increasingly likely to be dashed

Explanation



Meaning of the sentence: EU's chief negotiator has reported that Brexit negotiations are faltering, and the UK government's hopes to talk to EU this autumn about a future trade deal are likely to be dashed.

The plural noun hopes requires the plural verb look for the sentence to have an agreement between the subject and the verb. The modifiers this autumn and increasingly should be placed appropriately for the sentence's meaning to come through. The modifier this autumn should modify talks with EU. Similarly, increasingly should modify likely.
