Mandating requires that, so C and D are incorrect.
Mandating doesn't require should, so A is incorrect. (command subjunctive syntax rule)
Between B and E, B is passive so the answer is E

The non-underlined part is: "The Buffalo Club has approved tenets mandating................'

Mandate = command (bossy verb) ==> "should" is not appropriate. ==> A is wrong.

The correct idiom is: mandate that X DO Y (without TO)

E is correct.

I chose option E, going with the same reason mentioned above!

" simple past tense form+ that X do Y "

idiomatically the correct phrasing is "that x do y"

C)the volunteering of time by members - missed THAT
D)members’ volunteering of time – missed THAT
E)that members volunteer time -CORRECT

APPROVED need THAT following that BE INF or PLURAL VERB
