The argument is that "The burden of maintaining the U.S. highway system falls disproportionately on the trucking industry." Choice B justifies why the burden falling on the trucking industry is NOT disproportionate.

Author is somewhat confused in

trucks represent just 10% of vehicles on road , still they pay half taxes.

Author is in favor of trucks.

We need an option to prove that trucks are main cause of damage to highways
