The CIA itself is an Agency and not theft of another agency. Hence A, B, and C can be dropped.

Between D and E, the semicolon in E demands a full-fledged IC after that. What is available, however, is just a noun phrase with a relative clause modifier.

Let’s not mistake the comma before ‘but’ as an initiator of an IC. It is part of the parenthetical modifier ’, responsible for investigating crimes,’ D is the correct choice.

law enforcement agency is compared with an intelligence agency.
A,B&C eliminated because of the wrong use of the pronoun.
E is eliminated because semi colon is used for 2 independent clauses, which is not the case here. IMO D

The words 'responsible for investigating crimes' have a beginning comma and need an ending comma but a semicolon seen in options C and E. The use of 'that of' in answer options A and B is unnecessary. The correct answer option is D, an error-free and concise one.

A. crimes, but rather that of
B. crimes, but that of
C. crimes; it is that of
D. crimes, but rather
E. crimes; rather

The original sentence is talking about CIA not something that belongs to it.
Here subject is CIA so 'that of' is not required.
Only D and E are left. E is wrong for 2nd part after semicolon is not an IC.

IMO Answer D.

OFFICIAL EXPLANATION

The CIA is not a law enforcement agency, responsible for investigating crimes, but rather that of an intelligence agency whose mission is to gather information in service of national security.

A. crimes, but rather that of

Incorrect.

This answer choice is grammatically incorrect. The pronoun that does not logically refer to anything in the earlier part of the sentence.

What helps us identify this question as a Pronoun question is the following Stop Sign: Every pronoun in the underlined part of the sentence or after it

Whenever you come across this Stop Sign, check to see if what the pronoun refers to. If it doesn't refer to anything, you have found your mistake.

B. crimes, but that of

Incorrect.

This answer choice is grammatically incorrect. The pronoun that does not logically refer to anything in the earlier part of the sentence.

C. crimes; it is that of

Incorrect.

This answer choice is grammatically incorrect. The pronoun that does not logically refer to anything in the earlier part of the sentence.

D. crimes, but rather

This answer choice corrects the Pronoun mistake in the original question and uses the conjunction phrase but rather to create a correct parallel construction between a law enforcement agency and an intelligence agency.

Note the difference between this answer choice and answer choice E: crimes, but rather ≠ crimes; rather

The correct answer choice uses a comma (,) before but, while answer choice E uses a semicolon (;) to break the sentence into two clauses, and leaves out the connector but.

The problem with answer choice E is that it uses a semicolon, but does not complete the second clause. E would be correct if each clause - the one before the semicolon, and the one following the semicolon - were a complete clause, with its own subject and verb. However, since the part following the semicolon is not a full clause, the entire sentence is incorrect.

E. crimes; rather

Incorrect.

This answer choice is grammatically incorrect. The second part of the sentence (after the semicolon), is a fragment, lacking a main conjugated verb. When using a semicolon what comes before and after it must both constitute full sentences; think of the semicolon as something that separates two full sentences (except that you do not need a capital letter after the semicolon).

Note that the verb is is part of the relative clause (whose mission is...), and therefore does not count as the sentence's main verb.
