IMO, Nothing is correct.

Because people is not logically parallel to drug users AND squatters, who are special type of people, if I may say so.

"thieves" would be logically parallel to the other two. Further description of thieves should be okay.

"The city council has installed alarm systems in some of the neighborhood’s vacant houses to keep out thieves especially ones who steal lights and other fixtures, drug users and squatters."

parallelism between three groups.
parallelism between lights and other fixtures.

Fluke, I think - people, modified with relative clause "(who are)hoping to steal lights and other fixtures" makes it a 'special kind' of people, and not a Superset to all people, including drug users and sqautters. and thus parallelism is maintained.
