Between C and E.

I think the word "unilaterally" in C is too extreme and implies that the city councils in indeed weak..

whereas in E, the city councils sounds still hold the power of decision-making.

Just my opinion, please provide us the correct explanation.

Now the answer narrows down to C and E . Now my reason for not choosing C is that the words "unilaterally supports the decison" are too extreme . Reason for picking up E is that the decisions are made by delibration and it is merely a coincidence that most of the deliberated decisions which are chosen are given by the mayor's office.

Let's approach the topic with "cause and effect" and "paradox" mindsets

Premise 1: Town X's city council has very little effective power - being primarily a deliberative body

Premise 2: Without a strong city council, no city can claim to have effective leadership

Premise 3: City council of Town X _______________________________

Conclusion: Town X is widely praised for its effective leadership

Assuming a positive correlation between "effective power" and "strong", Town X's city council is weak and Town X cannot claim to have effective leadership; yet, Town X is widely praised for its effective leadership. What answer choice, if filled in Premise 3, is the cause of such paradoxical effect.

A could not be considered effective unless it’s false that Town X has strong leadership
(If Town X has weak leadership, Town's X city council could be considered effective. The answer does not relate to the Conclusion.)

B actually wields the true power within Town X’s leadership branch
(The answer choice contradicts Premise 1, enabling Town X's city council to actually be strong and Town X can claim to have effective leadership. However, in my opinion, self-contradictory is less preferred)

C supports unilaterally the decisions from the mayor’s office
(The answer choice directly strengthens Premise 1 and indirectly strengthens Premise 2; paradox remains unsolved)

D is representative of most deliberative bodies
(Assuming that representativeness is positively correlate with strength, Town X's city council is strong and Town X can claim to have effective leadership. However, there are lots of assumptions in between.)

E is able to bolster Town X’s leadership through deliberation
(Town X's city council, though with very little effective power, is able to bolster its leadership through deliberation. Town X's city council is strong in a sense and Town X can claim to have effective leadership. The cause is probable and paradox is solved)
