Project/month : 612/18 = 34

Project in 6 month to be completed = 34*6 =204

Lag :204-108 = 96

B is the answer

After 6 months (1/3rd of 18 months) 1/3*612=204 projects should have been completed. Thus, at this time, the construction was 204-108=96 projects behind the schedule.

Answer: B.
