A,B & E out.... not parallel.
D ..... distorts meaning.
C... the best choice .

KAPLAN OFFICIAL EXPLANATION:



C.

When you see a list or series, ask yourself “Are all the listed items similar grammatically and logically?”The phrase that matches “technical expertise” and “com- mercial enterprise” is “judicious government back- ing,” in (C). (D) is close but it’s not as compact, and GMAT often rewards compact language. Also, (D)’s “ensure Italianfirms that they will” is unclear.

the list requires parallel quantities..
so between C and D...

In option D, the pronoun they is ambiguous, hence we can go for option C
