D for me. parallelism between VAST and LARGE. Neither is followed by an adjective (vast), nor should also be followed by an adjective (large in D).

Neither ..nor is more concise

what is "a large staff"? why not to measure number(s) of people in joules, this way? i will go with C

D has at least two mistakes as well as it is ambiguous. Second: we can't compare amount of money and staff.

D is not ambiguous. We're not comparing money with staff. "Large staff" is perfectly fine.

D is not ambiguous. We're not comparing money with staff. "Large staff" is perfectly fine.

D is ambiquous not because "large staff" failed to keep parallelism (although it takes place here), but thanks to sharing of determiner.
