Lets look at subject-verb pair:

Subject Verb
The commission’s conclusion is
(Singular)
Iran’s nuclear programs are
(Plural)

Which refers to :
at a stage at which(Iran’s nuclear programs) they(it is wrong)

Which in C modifies stage. Eliminate C
