now btwn A and E...

A: I like they in this sentence. its active and appears to be clearer

A for parallelism and the use of whether which is preferred in GMAT...

not only whther......but also whether....
'to investigate' should come before the parallel structure...

Generally, don't we need 'or not' when we use 'whether'?

'whether' covers both the cases - yes and no. therefore, 'whether or not' is considered redundant. (similar to 'free gift')

Although I marked it correctly, I want to understand the sentence construction.

The commission’s office of compliance, inspections, and investigations plans to intensify
its scrutiny of stock analysts to investigate not only whether research is an independent
function at brokerage firms, but also whether conflicts result when analysts own the
stocks they write about or when they are paid for their work by a firm’s investment
banking division.

Idea 1: The commission’s office of compliance, inspections, and investigations plans to intensify its scrutiny of stock analysts

How of the Plan:Verb modifier: to investigate not only whether research is an independent function at brokerage firms, but also whether conflicts result when analysts own the stocks they write about or when they are paid for their work by a firm’s investment banking division.

Plz confirm my understanding.
