Computer software is singular. Power to do something is right idiom.

(A) but also has the versatility and power of facilitating – Verb Tense
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate – Verb Tense
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate – Verb Tense + Use of “it” is unclear.

This is how I thought

A, C & E - verb tense. Use of "has" is wrong. it should be have.

Left with B & D.
When comparing B & D, B is a much better choice.

A ---> Correct
B ---->"Have" is used. Computer software is singular
C---> "it" is inserted between "but" and "also" , so breaks the idiom"Not only X but also Y"
D---->Breaks the idiom "Not only X but also Y"
E---->Breaks the idiom "Not only X but also Y"

OA is B.
As sentence is in future tense.
have is appropriately used.

eg
I will have to work hard from tomorrow.
is correct
I will has to work hard from tomorrow.
blunder.

I agree that the sentence is in future but isn't the "Computer software" singular .
Also with "I " , always "have" is used.

initially I shoot down with "to facilitate", then used not only....but also and B is the choice.
Yes, "will have" is clear usage for Future Perfect, See below...

Will she have learned enough Chinese to communicate before she moves to Beijing?

And also...
By the time he gets home, she is going to have cleaned the entire house.

OR

By next November, I will have received my promotion.

B is correct because the sentence needs a "have" to be in future perfect tense.

Till I came across this question, I did not understand the true usage of "future perfect tense".
