The cost of renovating a house can be dramatically cut by restructuring the interior with sturdy low cost materials, rather than by simply making cosmetic changes with more expensive materials. Those contracting companies hired to undertake renovations, therefore, would save money by purchasing only sturdy, low cost materials to use in their work.

The suggestion above rest on the assumption that

A people who hire contracting companies may choose what types of materials are used in their renovations

B WRONG

C the cost of materials is the primary financial burden of contracting company

D any renovation of a house can be accomplished by restructuring the interior with low cost, sturdy materials

Conclusion is that the contracting companies can purchase ONLY low cost sturdy material.
The assumption therefore would be that all the rennovation can be accomplished using low cose sturdy material.

I agree that it should be D.

1. restructure interior with low-cost sturdy materials
2. make cosmetic changes with expensive materials

Conclusion: to cut costs - do #1 instead of #2

However, the author seems to equate the outcomes of the two options, considering only the cost, not the quality of the outcomes. In short, he assumes that ANY renovation (regardless of the customer's wishes) can be done with sturdy low-cost materials.
