The current prices of vegetables in the Gydian market drive many farmers to use more pesticides in order to increase the yield of their fields, thus causing an increased hazard to public health. A new initiative suggests that the Ministry of Agriculture offer significant grants to farmers to invest in advanced equipment that will enable the farmers to increase their yields without excess use of pesticides.

Which of the following is most significant for the Ministry of Agriculture to consider in the assessment of the initiative?

A. Whether the farmers will use the grants in order to start growing fruit instead of vegetables.
B. Whether the new equipment suggested might itself entail the release of chemicals into the atmosphere, which will have a harmful effect on those breathing them.
C. Whether the hazard to public health caused by pesticides is considered to be severe, compared with other chemicals.
D. Whether most vegetables are consumed by the food industry and not by household.
E. Whether increased vegetable yield would affect the prices of advanced agricultural equipment

+1 for B

Pre thinking:
If the Ministry of Agriculture is considering to implement advanced equipment so that farmers reduce the usage of pesticides which are hazardous to public health, then they must make sure that these machines won't be doing the same thing i.e., harming people's health.

Option B gives us the exact point necessary to consider before they implement the advanced equipment.

I think, C is better option than B
Because, this argument focuses on public health rather than weakening the advance equipment

But the stem asks us about the initiative of the advance equipment. Option C doesn't talk anything about it, rather it talks about other chemicals, which is out of scope.

But, ministry of agriculture provides that equipment and also he wants to be more sure about the public health caused by pesticides is severe or not !!

Official Explanation:

We’ll go for ALTERNATIVE because it is hard to figure out what to look for without using the answers.
We’ll look for an answer that is relevant to whether the initiative will truly reduce the risks to public health.

(A) is irrelevant – we have no reason to think it matters to public health whether fruits or vegetables are grown.
(B) is what we’re looking for: if the new equipment creates a new health problem, the whole reason behind the initiative is significantly weakened.
(C) discusses the issue of the health effect of pesticides, but doesn’t say anything about the initiative.
(D) and (E) are completely irrelevant, as they aren’t related to the effects of the initiative either.
