Note that the premises do not talk about the proposal at all. They talk about the students who are supporting the proposal (some of these have not declared a major, one has failed to complete req courses etc). So we are judging the merit of the proposal based on who is supporting it.
This is similar to saying we should abandon project A because people supporting it are, say uneducated or anti-social etc.
Hence (A) makes sense.
By the way, this is not GMAT type question.
