Say suppose we have length of 4*(1/16) = 1/4.We have to make 3(4-1)cuts(as opposed to 4) to get 4 parts of 1/16.By the same logic we have to make (48-1) = 47 cuts.

BTW this question has some complicated english...

There will be a cut every 1/16 inch, i.e. every inch there will be 16 cuts
Therefore,for 3 inches=48 cuts
However, last cut wont be needed since it is the end portion.
So,48-1=47 cuts

Total length is 3 inches and it has to cut into each 1/16 pieces ,
3=x/16
x=48 blocks,
simple logic, No. of cuts = No.of blocks - 1
hence, 48-1 =47 cuts ,
IMO. ans is option 'C'
