I think (A) is the only choice that maintains the parallelism.

I agree with you MBA. But then there should be "...rules are calling..." in place of just "calling". whats say ? Is it a typo ?

"rules calling" is also fine, "are" is not needed.

I am doubtfull about (C), but one can always argue on choice (C) as the parallelism is constituted by "because"..... "because" and not by "Adding"....."calling".
Looking at this point, it seems (C) is good enough!!

Bit confused here, any comment.

Let me hop in on this discussion. You folks are right that the paralellism is being tested here.
The sentence has following structure

The demand for airplane mechanics is expected to
largely because + X(clause) + and because + Y(clause)

or

The demand for airplane mechanics is expected to
largely because of + X(Noun/Noun Phrase) + and because + of + Y(Noun/Noun Phrase)

In the problem stem the choice Y is already given and that is
"the airlines are adding hundreds of new jets."

The underlined portion is verb in present tense. Hence Y is a clause in active voice.
To maintain the paralellism you have to have X to be a clause also.

Let us look at the choices

A) is a noun phrase because there is no verb here.
B) is a noun "new federal rules" followed by non restrictive clause

C) is a clause with verb "call"

D) is a noun phrase with head noun ""major modifications"
E) is a clause but in the wrong tense an also has passive construction.

I hope I have clarified the important issue here.
