(A) The development of a new jumbo rocket that is expected to carry the United States into its next phase of space exploration will be able to deliver a heavier load of instruments into orbit than the space shuttle and at a lower cost.
(B) The development of a new jumbo rocket is expected to carry the United States into its next phase of space exploration and be able to deliver a heavier load of instruments into orbit at a lower cost than the space shuttle.
(C) The new development of a jumbo rocket, which is expected to carry the United States into its next phase of space exploration, will be able to deliver a heavier load of instruments into orbit at a lower cost than the space shuttle.
(D) A newly developed jumbo rocket, which is expected to carry the United States into its next phase of space exploration, will be able to deliver a heavier load of instruments into orbit than the space shuttle can, and at a lower cost.
(E) A newly developed jumbo rocket, which is expected to carry the United States into its next phase of space exploration, will be able to deliver a heavier load of instruments into orbit than the space shuttle and to cost less.

[Reveal] Spoiler:
I agree that the comparison in option D is right, but In option D, the AND is preceded by comma. AND is acting as coordinating conjuction, which is used to connect two independent clauses. How come the construction ", AND AT A LOWER COST" is right?

You can find lots of articles regarding the usage of AND given by magoosh, veritas and manhattan. Even there is class session of Ron on this topic that is really very useful.

Now I got that man..actually I was thinking that "AT A LOWER COST" could have been used as a appositive.I missed the parallelism...

Hey Guys,
Got a question about parallelism in Option D.

I could knock of A,B,C,E due to comparison issues between the ability to deliver a payload Vs. the space shuttle itself. So D is the only option that can be correct.

D has the correct comparison, but I wanted to understand the parallelism at play.

Is the root phrase, "will be able to deliver a heavier load of instruments"?
And the parallel phrases are "into orbit......" and "at a lower cost".

Firstly, WHAT "will be able to deliver a heavier load"?
"The development"? - NO : A and B OUT
"The new development"? - NO: C OUT
"A newly developed jumbo rocket"? - YES: D and E stay

(E) A newly developed jumbo rocket, which is expected to carry the United States into its next phase of space exploration, will be able to deliver a heavier load of instruments into orbit than the space shuttle and to cost less.
Comparison Issue. Is it saying
- It will be able deliver a load that is HEAVIER than space shuttle?
or
- It will be able deliver a heavier load than a space shuttle CAN DELIVER

Also, "and to cost less" is neither parallel with anything else nor is it starting an Independent clause. So E OUT

Whats is good about D?

(D) A newly developed jumbo rocket, which is expected to carry the United States into its next phase of space exploration, will be able to deliver a heavier load of instruments into orbit than the space shuttle can, and at a lower cost.
Clearly compares the ability of rocket and shuttle.

Also, ellipsis is a saving grace here: "and (will be able to deliver) at a lower cost"

Tough question. Took way longer than 2 mins. BUT learned few new things.
Regards
