any idea why E, and Why Not B?

because if people are employed in local public school they would be informed about the policy or meeting of their departments through an internal memo, i guess this is how things work.

kindly someone throw some light on OA

Option B: Does not address whether addressing the local residents about school board budget and its impact on Public IS GOING TO INCREASES THE READERSHIP of newspaper.

Option E: Addresses clearly that majority of newspaper are employed by public system or has children who attend public school SO THESE PEOPLE WILL BE CONCERNED ABOUT THINGS published in newspaper
