IMO -
[B] changes the meaning + uses the past tense.
I would go with [C]. Is that correct?

The sentence has SV agreement error. C fixes this error.

As the orgininal sentence is in present tense, "made" in choice B is incorrect as it uses past tense. Hope my explanation makes sense!
