A) "be a serious impact" is not idiomatic
B+C) "impact on" where "impact" is used as a verb is not idiomatic
D) "impede the possibility" is not idiomatic

How come (E) is the best choice, don't you think "have" is not in agreement with "The expected rise" (singular).

conjugated form: could have --> past conditional where infinitive form "have" is needed after "could"

1. Something could have an impact.
2. "Possibility of" is much better usage.

Only E fits.

For the sake of complete analysis, lets look at D and E.
D-> impede the possbility is wrong... we impede progress , impede growth..not possibility..
E-> Correctly uses diminish possibility
