Before the President publicly connected this issue to that of import quotas on jumbo jets, however, the domestic manufacturer raised the national defense issue in its publicity campaign for import quotas.

I was stuck between A and C but on carefully reading A is Irrelevant.
When airlines order new jumbo jets, they provide a large amount of work for aircraft manufacturers. Sowhat?

Paradox is

Why the manufacturer did so?

Because when he used other rationale besides National defense argument they were resisted by the public. Hence in order to pitch his words he used this tactic.

C)The manufacturer encountered resistance to public acceptance of import quotas on jumbo jets when it cited other rationale besides the national defense argument.

Please correct me if I am wrong.

B) The President is not very concerned with the impact of international competition on the domestic jumbo-jet industry. - Not related to national security
C)The manufacturer encountered resistance to public acceptance of import quotas on jumbo jets when it cited other rationale besides the national defense argument. - Possible
D) Most of the military's operations do not require the use of jumbo jets. -Weakens the argement
E) The domestic manufacturer recently received several orders from both airline and military sources, and these orders will allow that firm to compete successfully with its foreign competitors. - Cannot be reason why the domestic manufacturer raised national defence issue

Answer C.
