It can be both plural and singular, depending on the usage. There are a few words like that. Fish, Sheep, etc.

distantly is an adverb with nothing to modify it.

You can eliminate B C D because of it

If the sentence gave the all 5 choices are plural noun the Mafia, I thought "the Mafia" is plural pronoun.

The underlined pattern modified the object "anyone". Choices A made senses because the underlined pattern shows the modifier role in term of adjective and parallelism "financially related" vs "distant".

B is wrong because of the word "distantly," which is an adverb and should therefore modify an verb, a noun or an adverb. In here we could see that it is not modifying anything.

However is an adverb and can not modify another adverb distantly. But, it can modify another adjective as in however long the journey, however deep the ocean, however beautiful any woman, so all distantly choices are out. Between A and D, anyone that is a little jarring. In addition the use of past perfect tense -had any financial relation to them- distorts the menaing as if the investigation is bothered about those who had such dealings earlier. Chocie A subverts this pitfall by using the past participle related. Further, you always say - related to them and relations with them. -
Therefore, A out performs.

I marked C here..
btw if we interpret the sentence C sounds better..
here is my re-interpretation of option A and C

A...financially related to them distant
C...financially related to them distantly

Doesn't C looks more valid here or something is wrong with my interpretation?

Dexerash - I think your choosing "C" because of pararellism but this is not a list of items. Try putting "however distance" first then "financially related to them" it wouldn't make any sense.

I chose (A) mainly because the wordly "distantly" sounded awkward. But I would say tuanguang explanation is correct.
