In terms of parallelism, recommended and failing is wrong; B, C and E are gone;
Between A and D, I would not prefer the use of against unless the parties involved are physically pitted against each other. In addition, there is no condition involved in the context and hence the use of conditional conjunction ‘if’ is not appropriate. D is preferred over ‘A’ for using whether. Of course the theological connotations are hard to comprehend in such a religious milieu. We can’t say for certain what the pronoun ‘they’ refers to, as there seems to be hardly a plural noun, except for the reforms, which is inapt. Perhaps it refers to the Catholic Church; Therefore Choice D seems to be the right choice.

Could anyone explain why 'about' is preferred instead of 'against'. I chose answer E which is incorrect.

Hello saiesta

controversy is like dispute so it can be about some topic but not against something.
But even if one don't know such idiom, one can see that in variant E we have unparallel verb:

"recommended few reforms only and, failing in implementing even these, although it is unclear"

Also E uses if instead of whether:
"although it is unclear if the Church would have avoided the Protestant Reformation"

On a revision, here is a quickie.

We know that the first if does not suit the context since there is no condition involved. The second 'if' is ok. Therefore we can safely remove all choices containing the first 'if', namely A, B and E. C can be dumped for using the untouchable modifier 'being'

Doesn't D remain by choice rather than by chance?
