(C) guerilla leaders and white officials reached an agreement

(A): Incorrect. The use of "when" indicates a single moment; therefore, the simple past "agreed" should be used instead of the past perfect "had agreed."
(B): Correct.
(C): Incorrect. While (C) uses the simple past correctly, the phrase "reached an agreement" cannot replace "agreed" as it is used in this sentence idiomatically.
(D): Incorrect. (D)'s phrasing "were made to agree" changes the meaning of the sentence by introducing another actor: Who made the parties agree?
(E): Incorrect. As in (A), the use of "when" indicates the simple past, rather than the past perfect "had agreed."
