The first flight out of Pheonix on Sunday was late. If the following three flights departed on time, how many further flights need to depart on time in order for the airport's on time departure rate to be higher than 90%?

The question is ambigious as ther could be more than 11 flights of which some could be late.

B. However, it should be 7 subject to no more flight is late..

Agree that question is poorly worded. You need to add word "least" number of flights
At least how many further flights need to depart on time in order for the airport's on time departure rate to be higher than 90%?

What is the source.

agree with B .

1(late)+ 3(ontime)+ x(further ontime)

suc% = total onitme flights/total flights departed
when total flights 10 suc% = 9/10 = 90%
when total flights 11 suc% = 10/11 > 90%

so X= 7
