The foreign minister of Zeria announced today that her country was severing diplomatic relations with Nandalo because of Nandalo's flagrant violations of human rights. But Zeria continues to maintain diplomatic relations with many countries that the minister knows to have far worse human-rights records than Nandalo does. Therefore, despite the foreign minister's claim, this latest diplomatic move cannot be explained exclusively by Zeria's commitment to upholding human rights.

i guess A).........this gives another reason for Zeria to severe diplomatic relations with Nandalo.

I like your explanations, but still have two Doubts/Questions:
1) In D, Cant we say that because Nandalo considered accusing Zeria of human rights, Zeria imposed imposed a ban on Nandalo in retrospection? What is wrong in that line of thinking? It looks like a clear case of revenge than being OFS. Isn't it?
2) Moreover, I believe I can bring external factors such as human rights in Zeria(as in D) and The country that currently buys most of Zeria's exports (as in A) in strengthen/weaken questions. Isn't it?

First of all i suggest you not to spend so much time on this question because it is a LSAT question.

Avoid this material, even is suggested, before, to use specifically LSAT material good for the gmat purpose, in my experience is a waste of time.

The gmat is completely different. In my personal opinion the once time suggesting to study lsat is wrong, completely.

Back to the question: A must be the answer

We have relationships. Someone else menaces us to not buy out goods unless we stop whith Nandalo.

D is out of scope. Is completely unrelated to the argument at stake

GIVES ALTERNATE REASON FOR ZERIAS ACTION.....

D IS WRONG BECAUSE.........
Nandalo has only considered accusing Zeria of violating the human rights of Nandalo citizens living in Zeria. Poor guy has'nt done anything yet... Zeria has already declared its action( and therefore taken the action).....where as Nandalo is still considering it....probably as a retrospect....

IF ZERIA WAS WORRIED ABOUT NANDALO'S accusation of Zeria violating human rights ...... HE WOULD HAVE WAITED FOR THAT accusation..... NOT PROMPT HIM TO TAKE ACTION BY TAKING PREEMPTIVE ACTION itself.........
