if dogs frighten the foxes,it means dogs are protecting geese from foxes and so geese is still present and this could damage helicopter...........Can anyone please explain how you excluded this option????

You may be right. But think..if foxes are afraid of those dogs and are not coming to the premises, do those geese go beyond those ponds? Definitely no. So, at the most C supports the argument but does not weakens.
