The Gorton-Dodd bill requires that => signals Subjunctive usage.

The verb rule for subjunctive is :
The present tense of the subjunctive uses only the base form of the verb.

Thats why we need disclose(base form) instead of discloses.

C.. Subjunctive. Sometimes it don't strike to us. Have to take a stop when the answer coices have that.

+1 for C. IMO if the sentence implies subjunctive meaning (as is the case here) then "a bank disclose" is correct.

Use a subjunctive for things wished for, requested, or contrary to fact.

Eg. We ask that Kyle keep his dog in a cage while we visit the baby.

This is subjunctive mood. Subjunctive mood is divided into 2 kinds: Hypothetical subjunctive and Command subjunctive. This case is command subjunctive mood that is used with some verb called Bossy Verb such as require, demand, request, mandate, suggest, recommend, or propose...

Easy one this. Clear C.

Proper use of subjunctive syntax leads us to the answer quickly.
Subjunctive syntax:

BOSSY VERB + THAT + NOUN + VERB
For instance, require (Bossy Verb) + THAT + bank (noun) + disclose (verb)...

The Gorton-Dodd bill requires that a bank disclose to their customers how long they will delay access to funds from deposited checks.

(A) that a bank disclose to their customers how long they will delay access to funds from deposited checks - Pronoun and antecedent issue - a bank and their customers
(B) a bank to disclose to their customers how long they will delay access to funds from a deposited check - That is needed for subjunctive . Pronoun and antecedent issue - a bank and their customer
(C) that a bank disclose to its customers how long it will delay access to funds from deposited checks - Correct
(D) a bank that it should disclose to its customers how long it will delay access to funds from a deposited check - That is needed for subjunctive
(E) that banks disclose to customers how long access to funds from their deposited check is to be delayed - Meaning change - who does the delay is not known . "Is to be delayed" is incorrect. Also "their deposited check" here means that all of the bank's customers share a single check.
