I feel the answer should be B.

A - its not in active voice
C- become dropped -doesn't seem correct.
D- could also be the answer
E- may be right. but B alone has it in order form.

to be more clear, it the subjunctive mood thats required for "ordered".
please read my post in verbal lessons forum on subjunctive. it might help

B indeed should be the answer.

Thank you all for the replies. I've narrowed it down to B and D, both of
which have the subjunctive mood. Then I choose D. The difference
between B and D is the placement of the prepositional phrase
"against the teenager". Could you folks help me why B is better than D.

Moreover, Could you point to any material that explains this concept.

D makes the sentence very awkward. It is as if the charges were dropped "on" the teenager. Maybe there is an exact rule but it's as much I can say for refuting D
