What about the parallelism in the later part of the sentence?

to handling of ....
and the heightening of activity??

The to should be applicable to "the heightening" ?

please correct my understanding

His handling of
the completion of one war and
the heightening of activity in another(war).

Using and omitting "to" before "the heightening" are both alright because of the once out twice in rule of parallelism.

FROM the role TO (his handling AND the heightening)... considered once out.. Correct
FROM the role (TO his handling) AND (TO the heightening)... considered twice in.. Correct
