The ideals that Julie Todaro works toward in her policies is forward-thinking, spurring libraries to increase digital relevance while simultaneously she addresses any challenges to accessibility.

Errors tested- Parallelism and subject-verb agreement.

The ideals = Plural, therefore verb should be plural.

The structure should also be parallel. The ideals are x, y and z. Therefore x, y, and z should be parallel .

A. is forward-thinking, spurring libraries to increase digital relevance while simultaneously she addresses
'is' is used, 'are' should be used.

B. is forward-thinking, spurring libraries to increase digital relevance, also simultaneously they address
Same as A. 'is' is used, 'are' should be used.

C. are forward-thinking, they spur libraries to increase digital relevance and simultaneously addresses
'they' is redundant and structure is also not parallel.

D. are forward-thinking, spurring libraries to increase digital relevance while simultaneously addressing
Correct option. Correct verb is used and structure is also parallel.

E. are forward-thinking, they spur libraries to increase digital relevance, also simultaneously are addressing
'they' is redundant and structure is also not parallel.

C is the correct choice.

OFFICIAL EXPLANATION

We should immediately notice the problem in (A): using the singular verb "is" for the plural noun "ideals." We can eliminate (A) and (B) right away.
Choice (C) is a run-on sentence, so it's incorrect. Choice (D) looks good; it has a plural verb for a plural noun, and its dependent clause has two parallel verb forms.
When we look at (E), we see that it is a run-on like (C), which is further confirmation that (D) is our answer.
